Budget Billing
Would you like to know what your utility costs will be each month, even before you receive your bill? You can with Budget Billing, an Alcoa Utilities program that allows you to pay the same amount each month. Managing your household expenses is simpler, because you always know how much your utility bill will be!
How It Works
When you enroll in the program, Alcoa Utilities analyzes your previous year’s total usage, adjusts for rate changes and weather conditions, and divides the total into twelve monthly installments.
Your Alcoa Utilities account will be monitored quarterly. If your actual utility costs are consistently lower or higher than your Budget Billing installment, your installment will be adjusted.

How to Participate In Budget Billing
- You must have lived at your current address for a minimum of 12 months.
- You must have a zero balance on your account and remain so while in the program.
- Monthly payments must be paid by the due date each month.
- In the event you are disconnected for non-payment or change addresses, you will be removed from the program and will not be able to participate in Budget Billing for 12 months.
- Complete the Budget Billing application.
Alcoa Utilities projects that the regular payment of the monthly Budget Billing installment will cover your actual utility costs and will yield neither an excessive deficit nor credit to your account. However, any year-end deficit or credit will be factored into your installment for the next year.
How to Sign Up
Signing up for Budget Billing is easy and takes only a few minutes. You must complete an application to participate. Just use one of the following options to submit the application:
- Download and complete the application and email it to business@cityofalcoa-tn.gov
- Call Alcoa Utilities, Monday through Friday between 8 a.m. and 4:30 p.m. at (865) 380-4700
- Visit the City of Alcoa Municipal Building in the Springbrook Corporate Center on Associates Boulevard
- Or simply print and fax the application to (865) 380-4723
How to Terminate
If you wish to discontinue participation in Budget Billing, please use one of the following methods to notify us:

- Mail: City of Alcoa, Attn: Clerks, 223 Associates Blvd., Alcoa, TN 37701
- Fax: (865) 380-4723
- Visit: City Municipal Building at 223 Associates Blvd. in the Springbrook Corporate Center
Please note that if you terminate Budget Billing, it will be six months before you can sign up again.
Bank Draft Option
Budget Billing can work great with our Bank Draft payment option. Bank Draft allows you to draft your utility payment from your checking or savings account each month. We notify the bank of the amount of your bill, and your bank pays it on date the bill is due. No late payments - the Bank Draft Program will provide you with the assurance that your monthly payment is made on time. Call us at (865) 380-4700 for details!
