REQUEST FOR QUALIFICATIONS
Alcoa-Maryville-Blount County Landfill
Master Plan
The City of Alcoa (COA) invites qualified professional consulting engineering firms to submit Statements of Qualifications (SOQ’s) to provide consulting services associated with the creation of a Master Plan for the Alcoa-Maryville-Blount County Landfill, located in Friendsville, TN.
1. INTRODUCTION
(a) Summaries of qualifications for services will be received until 2:00 p.m., March 27, 2025 at the offices of the City of Alcoa Purchasing Agent, 223 Associates Blvd., Alcoa, Tennessee. SOQ’s received by said time will be opened and reviewed for consideration. SOQ’s received after said time will not be opened.
(b) SOQ Delivery:
i. Submitters shall be responsible for the early delivery of their proposal.
ii. It is preferred that all SOQ’s are submitted in a PDF format via email as an attachment or link with the subject heading: “Alcoa-Maryville-Blount County Landfill Master Plan, SOQ No. 25071, Proposal Enclosed, March 27, 2025 2:00 p.m.” Proposals in PDF format may be e-mailed to:
iii. Proposals may be submitted via U.S. Mail / UPS / FedEx, etc., or hand delivered. Mailed or hand-delivered proposals should be in a sealed envelope and labeled “Alcoa-Maryville-Blount County Landfill Master Plan, SOQ No. 25071, Proposal Enclosed, March 27, 2025, 2:00 p.m.”

iv. Proposals received after the deadline will be unopened and discarded.
(c) All interested parties are invited, prior to submittal of SOQ’s, to conduct on-site investigations and data collection at the regional landfill in order to evaluate existing conditions and connections, and to understand any constraints which will affect the proposal. Appointments for these visits can be scheduled through Kelly Hembree, Solid Waste Manager of the Landfill, at (865) 995-2998.
(d) The COA is not liable for incurred costs or expenses in the development of the proposed SOQ.
