Definition of Class
This is clerical and technical work involving the performance of a variety of office related tasks. There is considerable public contact at the lobby window and over the phone regarding questions / complaints from the public, oftentimes involving persons who are upset or antagonistic. Employee receives general instructions for the work to be performed, but most aspects of the work are guided by specific operating standards or procedures.
Job related duties include coding, filing, researching, and compiling data in addition to routine clerical duties under the supervision of the Police Lieutenant -Staff Services. At times, independent judgment is necessary. Some over-time work required. This is a non sworn position. |
Essential Duties Performed
100% -- Effectively organizes and prioritizes multiple assignments and tasks;
- Assistswiththe establishment and maintenance of departmental filing systems including all pertinent records, reports, correspondence and other documents;
- Performsdataentryaccuratelyandtimelyof various reports such as incident, traffic accident,arrests,citationsandcallsforserviceinthe agency’s Records ManagementSystem(RMS);
- Providesinformationto the Patrol Division regarding Tennessee Incident Based Reporting System (TIBRS);
- Codesandverifiesstatisticalandotherrecordsforaccuracyandcompletenessaccordingto State of Tennessee and department standards;
- Typesletters,memos,reportsandothersimilardocumentsfrom longhand, voice recordings and typed or printed copy where knowledge of format and presentation is necessary;
- Composeslettersandmemosto individuals requesting general information for supervisor’ssignature;
- Routes messages, correspondence, and other materials within the organization and ensures that such materials are distributed in a timely manner;
- Placeslocalandlongdistancetelephonecalls;receivesandrefers telephone calls and visitors to the appropriate destination;
- Providesinformationandassiststhe public in answering questions relating to public safety issues;
- Processesrequestsfor reports, receives receipts and accounts for all fees received on a daily basis;
- Balances daily receipts with cash drawer;
- Receives and screens office visitors and telephone calls;
- Providesgeneral information to employees and visitors;
- Receives and processes daily paperwork;
- Analyzesdataandprepares appropriate reports as required and assists in the preparation of periodic and special reports;
- Processesandlogsaccidentandticketrecordsandprocessesandlogsarrestswhenneeded;
- Performslocal criminal history research, compiles and updates records and updates records subsequent to court citations;
- Assistswith receiving, directing and resolving citizen inquiries and complaints;
- AssistswithGeneralSessionsCourtandMunicipalCourtoperationsandperformsthe essential duties of the Police Court Clerk when needed;
- Handles confidential or sensitive information in an appropriate manner.
- Operatesstandardofficemachines,includingcopymachineandthe use of word processing equipment;
- Must report to work as scheduled and on time; demonstrating regular and predictable attendance;
- Performsotherduties as apparent or assigned.
OTHER DUTIES PERFORMED - Providesappropriateinformationto police agencies, insurance carriers, federal government personnel, armed forces personnel and the public;
- Notifies persons of the date, time and location of various meetings;
- Processesand logs personal inventory and equipment for the police department and staff;
- Attendstraining,conferences,andseminarsas required by the department and city;

Minimum Education Requirements
- High School graduate or GED and some clerical or stenographic experience;
- Related education and experience may be substituted on an equal basis.

Knowledge, Skills and Abilities
Knowledge, Skills and Abilities -- Thorough knowledge of standard office practices, procedures and equipment;
- Thorough knowledge of business English, spelling and arithmetic;
- Thorough knowledge of modern record keeping procedures and practices including requisite knowledge of police forms, terminology and records;
- Thorough knowledge of departmental programs, policies and procedures;
- Thorough knowledge of Microsoft Word processing software; as well as Microsoft Excel spreadsheet software;
- Ability to perform a considerable volume of detailed record work, maintain files and perform data entry activities at a reasonable rate of speed (minimum 40 WPM);
- Ability to operate general office equipment and understand and follow instructions in both oral and written form;
- Ability to establish and maintain effective working relationships with co-workers, law enforcement personnel, and the public;
- Ability to learn and apply technical statistical coding as determined by the National Incident Based Reporting System and Tennessee Incident Based Reporting System;
- Ability to effectively prioritize and organize all job related duties and meet all established deadlines and reporting requirements;
- Ability to perform job related duties in an accurate and thorough manner in spite of numerous interruptions and effectively utilize all available resources required to perform multiple job related tasks;
- Ability to make timely and appropriate decisions in response to situations encountered on the job and ensure compliance with departmental operating policies and procedures;
- Ability to operate the following types of office equipment: computer, printer, typewriter, calculator, microcassette-transcriber, copier, telephone, fax machine and other modern office equipment;
- Composes letters and memos to individuals regarding court-related issues;
- Collects fines and issues receipts;
- Answers court-related telephone calls providing general and specific information to defendants on the various options available to them;
- Compiles docket for both City and General Sessions Court.
- Ability to render credible testimony in a court of law.
- Ability to get along with members of the public and the department.
- Ability to subordinate personal preferences to the orders of management;
