DEFINITION OF CLASS

This is professional, highly skilled technical and management work associated with municipal public works engineering, construction, and operations.  Under general supervision of the Public Works & Engineering Director, the employee in this class performs a variety of municipal engineering and supervisory duties at a professional working level. The incumbent is expected to exercise independent judgment in carrying out work assignments. Employee oversees the work of subordinate technical and administrative staff.  This is a safety-sensitive position.

ESSENTIAL DUTIES PERFORMED

·       Evaluates options and prepares written recommendations for various public works projects including, but not limited to, asset management, water treatment, water                     distribution, wastewater collection, and environmental regulations;

·        Assigns, schedules, coordinates and supervises work of subordinate staff;

·        Conducts / assists with performance assessments of subordinate staff;

·        Prepares design plans, specifications, contract documents, and cost estimates for public works construction and maintenance projects;

·     Administers complex construction / maintenance contracts by performing on-site inspections, specification interpretations and field adjustments, and overall project         coordination with contractors, utilities, and departments;

·        Coordinates work of technical and clerical staff in the completion of plans and specifications, collection of field survey data, and field inspections;

·        Reviews, responds to, and resolves citizen inquiries or complaints regarding construction projects or municipal public works problems;

·        Performs difficult engineering computations and projections associated with municipal public works projects and operations;

·        Inspects or oversees the inspection of public and/or private construction projects;

·        May act as Director in his/her absence;

·        Works overtime as required;

·        Subject to call-in for specified emergencies;

·        Reports to work as scheduled and on time, even under inclement weather conditions.

 

OTHER DUTIES PERFORMED

·        Interacts with State and Federal regulators;

·        Participates on various employee teams as assigned;

·        Performs related work as required;

·        Performs other duties as assigned.


 

MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS

·        Graduation from an accredited four (4) year college or university with a degree in civil or environmental engineering.

·        Minimum five (5) years experience in civil engineering / municipal public works engineering with significant management / leadership experience. 

 

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES

·        Ability to read, analyze, and interpret written communications;

·        Ability to respond to verbal inquiries from management, staff, and customers;

·        Ability to effectively present information verbally and/or in writing;

·        Ability to read and interpret construction plans and specifications;

·        Ability to express ideas clearly, concisely, and convincingly;

·        Ability to prepare concise and effective records, reports, and correspondence;

·        Extensive knowledge of the theories, principles, and practices of civil engineering;

·        Extensive knowledge of current practices in the design and construction of water & wastewater pipelines, utility processes, and other municipal public works;

·        Extensive knowledge of the laws and regulations pertaining to public works design and construction;

·        Extensive knowledge of the use of tools and equipment associated with engineering work;

·        Extensive knowledge of drafting and surveying work;

·        Ability to plan, assign, and review the work of others;

·        Ability to ensure adherence to construction plans and specifications;

·        Ability to make and check relatively difficult engineering computations;

·        Skilled in the operation of a personal computer, including spreadsheets, word processing, and CAD;

·        Ability to define problems, collect data, establish facts, and draw valid conclusions;

·        Ability to learn new procedures and to apply the same to a variety of tasks;

·        Ability to analyze engineering problems and recommend solutions.

 

SPECIAL REQUIREMENTS

·   Possession of a Professional Engineering license issued by (1) the Tennessee Board of Architectural and Engineering Examiners, or (2) a state having reciprocity with the Tennessee Board (Tennessee license required within one year of employment);

·    Possession of state/professional certifications appropriate to the Engineer’s field of specialization (e.g., Grade II Water Distribution System Operator and Grade II Wastewater Collection System Operator licenses for Chief Engineer, Water & Wastewater) or the ability to obtain the same within twelve (12) months of employment;

·    Level II certification by the State of Tennessee in Erosion Prevention and Sediment Control (EPSC) for Construction Sites or the ability to obtain the same within twelve (12) months of employment;

·     Possession of other certifications identified by the Department Director;

·     Possession of a valid appropriate driver's license issued by the State of Tennessee.

PHYSICAL DEMANDS

Hand-eye coordination is necessary to operate drafting instruments, computers and various pieces of office equipment.  While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.  The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.  The employee must occasionally lift and/or move from 80 to 85 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. 

WORK ENVIRONMENT

Work is performed mostly in office settings.  Some outdoor work is required while surveying, collection of field data, and in the inspection of various land use developments, construction sites, or public works facilities.  The employee occasionally works near moving mechanical parts and in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration. 

The noise level in the work environment is usually quiet to moderate.
