Definition of Class
| This is entry-level, sub-professional engineering work in gathering and analyzing information related to the electric distribution system. Employees in this class are responsible for assisting professional and higher grade assistant engineers and for gathering field information on a wide variety of factors that affect the electric distribution system. Work also extends to issuing work orders for the repair of damaged lines or poles, assisting in determining new line extensions, new transformer stations, etc. Employees in this class may exercise supervision over subordinate engineering assistants. Employee works under the direct supervision of the Engineering and Operations Superintendent. This is a safety-sensitive position and is subject to drug testing in accordance with city policy. |
Essential Duties Performed
•Maintains system maps;
•Investigates requests for new services, designs new service including transformer size, wire size, etc.; calculates aid to construction and performs underground locates;
•Performs substation maintenance and operation under oversight and direction of senior staff;
•Performs switching in the field and using SCADA and troubleshoots equipment for problems and resolution under oversight and direction of senior staff;
•Stakes out new electric services, issues work orders, itemizes needed materials, prepares cost estimates, prepares diagrams of new installations as well as removals from the system;
•Obtains a wide variety of field information, including locations and sizes of transformer stations, span lengths, pole heights, number of customers on transformer, fuses, etc.;
•Participates in the design of line extensions, reconductoring of lines and new service extensions;
•Performs computer aided and manual drafting work in finalizing plans and sketches for system repairs and improvements and for maintaining maps of the system;
•Completes required training;
•Secures rights-of-way and easements for power line extensions;
•Works standby duty and is expected to work trouble calls in emergency cases;
•Inspects substations for defective insulators, connections; etc., prepares substations reports regarding replacement of same;
•Issues work orders for construction, maintenance and repair operations; prepares cost estimates of labor and material for the same;
•Works with customers to establish and amend power contracts;
•Inspects completed work for conformance to specifications;
•Subject to call-in during outages and emergencies; Works other overtime as required;
•Demonstrates reliable attendance - must report to work as scheduled and on time.

•May assist with Service Center HVAC operation and maintenance activities;

Knowledge, Skills and Abilities
Knowledge, Skills and Abilities - •Ability to acquire knowledge of electric distribution systems and the material needed for maintenance and construction;
•Considerable knowledge of basic electricity;
•Ability to read, analyze, and interpret written communications;
•Ability to respond to verbal inquiries from management, staff, and customers;
•Ability to effectively present information verbally and/or in writing;
•Ability to read and interpret engineering drawings and specifications;
•Ability to perform complex mathematic calculations;
•Ability to define problems, collect data, establish facts, and draw valid conclusions;
•Ability to become familiar with electric rates and power contracts;
•Ability to learn basic distribution design and electrical safety codes;
•Ability to conduct field surveys and to make drawings and diagrams accurately presenting field conditions;
•Ability to deal with people in negotiating for power line easements, contracts, and service locations;
•Effective oral and written communications and ability to establish and maintain effective working relationships with coworkers;
•Ability to use computer for office applications, engineering drawings, spreadsheets, mapping, databases, and presentations.

Special Requirements - •Possession of a valid appropriate driver’s license issued by the State of Tennessee;
•Must complete TVA switching training within one (1) year;
•Must complete TVPPA Power Line Design and Staking Stage 6 and Certified Power Technology program within three (3) years, including all applicable testing;
•State of TN Level 1 Erosion Prevention and Sediment Control Certification.

Physical Demands
While performing the duties of this job, the employee is regularly required to use hands to finger; handle or feel objects, tools, or controls; and reach with hands and arms. The employee frequently is required to sit, talk or hear. The employee is occasionally required to stand, walk; climb or balance; and smell.
Must frequently move/lift up to 50 pounds and occasionally up to 100 pounds.

While performing the duties of this job, the employee regularly works in outside weather conditions. The employee occasionally works near moving mechanical parts, is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and is exposed to energized electrical equipment.
The noise level in the work environment is usually loud at the landfill proper, water treatment plant, and construction sites; moderately quiet in office settings.
