Definition of Class

This is skilled, specialized work in the direction and operation of a water treatment plant. Work of this class is performed in accordance with established procedures and standards according to the State of Tennessee, Standard Methods for the Examination of Water and Wastewater manual, the Environmental Protection Agency, and other regulatory and professional / industry standards. Employees are expected to employ good judgment and initiative in adjusting treatment routines necessary to meet required quality and production standards. Employees in this class shall be self -motivated and able to perform their duties with minimal supervision. Supervision is exercised over water treatment plant personnel. The work of this position is supervised directly by the Chief Operator and Senior Operator. This is a safety-sensitive position.

Essential Duties Performed

100% - • Regulates the water treatment plant rate of flow of water, operates membrane filter system regulates the addition of treatment chemicals, etc. using manual and computer-actuated controls;
• Works in accordance with established procedures and standards according to the State of Tennessee, Rules of the Tennessee Department of Environment & Conservation, Division of Water Resources, Chapter 0400-45-01 “Public Water Systems”, the Environmental Protection Agency, and other regulatory and professional / industry standards;
• Reads and records the readings of a variety of meters and keeps log sheets and log charts;
• Maintains operational and State reports and charts;
• Collects samples and conducts standard bacteriological and chemical analysis of raw, mixed, permeate, and finished water;
• Monitors and maintains water levels in distribution system reservoirs via remote monitoring and control systems;
• Trouble-shoots mechanical and electrical equipment and performs maintenance on the same;
• Works rotating shifts & Holidays as needed;
• May oversee the work of a plant assistant or other subordinate personnel;
• Assists with training of Operator Assistants;
• Works overtime as required;
• Subject to call-in for specified emergencies;
• Reports to work as scheduled and on time, even under inclement weather conditions..


OTHER DUTIES PERFORMED
• Responsible for dispatching after-hour calls, contacting the appropriate on-call personnel, maintaining service request forms, etc.;
• Assists maintenance craft personnel in performing their duties;

Minimum Education Requirements

• Graduation from high school or possession of a General Equivalency Diploma (G.E.D.) and three (3) years experience as a Water Treatment Plant Operator Assistant. Associates or Bachelors degree in Chemistry, Biology, or related field preferred;
SPECIAL REQUIREMENTS
• Possession of a valid certificate from the State of Tennessee as a Grade IV Water Treatment Plant Operator;
• May require State certification in bacteriological analysis.

Knowledge, Skills and Abilities

Knowledge, Skills and Abilities - • Ability to read, analyze, and interpret written communications;
• Ability to respond to verbal inquiries from management, staff, and customers;
• Ability to effectively present information verbally and/or in writing;
• General aptitude in mathematics and/or science;
• Basic working knowledge of a personal computer;
• Ability to learn SCADA operations, Rockwell RSView32 software, and PLC programming;
• Considerable knowledge and skill in the use of basic hand and power tools;
• Proven mechanical aptitude;
• Ability to read, interpret and work from engineering drawings, schematic drawings, rough sketches and drawings;
• Ability to do hard manual labor, sometimes under unfavorable environmental and/or weather conditions, for extended periods of time;
• Ability to work rotating shifts;
• Ability to learn new procedures and to apply the same to a variety of tasks;
• Ability to adjust to situation where part time is functioning as a subordinate plant assistant, and part time is functioning as the operator in charge;
• Ability to learn the full range of duties of Lead Water Treatment Operator.
