Definition of Class
This position is responsible for the real-time safe operation, monitoring and control of the Electric Department’s distribution and sub-transmission power systems. Employee(s) in this role is adequately trained and experienced to perform all duties associated with Electric Dispatcher. Dispatching duties include, but are not limited to, monitoring system conditions, coordinating outage response, issuing safety clearances, and managing the regulation of system parameters. Work is performed under the general supervision of the Utility Services Supervisor. This position is safety-sensitive and will require periodic random and unannounced drug testing. Essential Duties Performed
100% -- Monitors, operates, and switches real-time the distribution and sub-transmission systems, including remote controlled field devices, using Supervisory Control and Data Acquisition (SCADA) and related applications and resources;
- Triages unplanned electric outages via the City’s Outage Management System (OMS) and directs immediate response to appropriate Electric personnel;
- Provides outage restoration status updates to fellow City staff and customers as appropriate;
- Issues and records SCADA-controlled safety protocols (caution orders, hotline tags, etc.) in support of Electric line crews and engineers;
- Schedules weekly service crew work for disconnecting / connecting new service requests for customers;
- Under direction of qualified engineering staff, assists to prepare and execute distribution and sub-transmission switching procedures as needed for planned and unplanned emergency outages;
- Receives and processes customer inquiries, requests and complaints;
- Routinely prepares various outage reports, graphs, and reliability indicators;
- Communicates with personnel in the field by two-way radio;
- Assists supervisor(s) in miscellaneous data collection and input;
- Assists supervisor(s) in implementing the City’s Emergency Load Curtailment Plan (ELCP) as needed and as initiated by TVA;
- Manages and coordinates the Electric Department’s system load management initiatives (peak demand control);
- Serves standby duty and subject to call-in during outages and emergencies;
- Must report to work as scheduled and on time.
OTHER DUTIES PERFORMED - Participates in continuous training/education courses as assigned, to learn and keep abreast of ever changing technologies and tools required to accurately operate power system;
- Maintains central filing system;
- Performs related work as required;
- Serves as a member of various employee teams.

Minimum Education Requirements
Knowledge, Skills and Abilities
Knowledge, Skills and Abilities -- Advanced knowledge of electric distribution system fundamentals;
- General knowledge of major roads, landmarks and geographical boundaries of the Electric Department’s system territory;
- Knowledge, skill, and ability to use outage management software (OMS), automated call handling systems (IVR), and SCADA;
- Ability to analyze and coordinate multiple system conditions and outages concurrently;
- Ability to maintain varied and technical records and filing systems and prepare reports;
- Knowledge of customer service, connect, disconnect and service charge procedures;
- Working knowledge of standard office management practices, procedures and equipment;
- General knowledge of billing, collecting procedures;
- Ability to understand and follow oral and written directions and to establish and follow detailed work procedures;
- Ability to establish and maintain effective working relationships with others;
- Skill to deliver exceptional customer service;
- Ability to use computer work station for office applications;
- Requires ability to remain focused and calm under emergency situations and system-wide outages;
- Ability to communicate exceptionally orally and in writing in a clear, concise manner with attention to detail and to handle multiple tasks simultaneously.
SPECIAL REQUIREMENTS - Ability to complete TVPPA’s System Operator certificate program within 5 years.
