This position performs a variety of complex supervisory, professional, administrative and technical accounting and finance functions. This position will also be responsible for assisting the Finance Director in presenting financial and accounting data to board members and management staff. Employees in this class are supervised directly by the Finance Director.

• Financial reporting for various funds of the City;
• Assists with the preparation of annual City budget(s);
• Oversee the tracking and management of capital assets, including depreciation schedules and asset reporting;
• Monitors general ledger and ensures proper reconciliation. Addresses any discrepancies with appropriate personnel;
• Prepares and reviews assigned financial statements, including balance sheets and ensures accurate and timely reporting;
• Reviews and maintains monthly revenue reports, analyzes trends, advises appropriate action(s) necessary in the respective departments to maintain / enhance revenue flow;
• Conducts financial analysis and provides insights to support business decisions. Assists in identifying cost saving opportunities;
• Ensures compliance with accounting standards and regulations;
• Assist with audit preparations and implementation of corrective actions;
• Identifies and implements process improvements in accounting and finance operations to enhance efficiencies;
• Reviews and establishes internal controls within assigned department(s);
• Trains departments which handle money in proper accounting procedures and internal controls;
• Supervises and oversees accounts payable and accounts receivable functions;
• Must report to work as scheduled and on time.

OTHER DUTIES PERFORMED

• Performs other duties as assigned;
• Gives technical assistance to other finance staff employees;
• Performs related work as required;
• Serves as a member of various employee teams.

• Graduation from an accredited four-year college or university with a degree in accounting, finance, or a closely related field, and
• Three (3) years of progressively responsible accounting or finance work; or any equivalent combination of education and experience with a preference for municipal or utility knowledge.

• Knowledge of the principles, practices and methods of accounting;
• Knowledge of modern office procedures, practices, and equipment, particularly applied to accounting and finance operations;
• Ability to analyze and interpret fiscal and accounting records and prepare accurate and complete financial and statistical statements and reports;
• Ability to follow and use established accounting procedures and necessary analytical information to document financial activity;
• Ability to establish and maintain effective working relationships with employees and the general public;
• Working knowledge of modern governmental accounting theory, principles, and practices;
• Working knowledge of internal control procedures, management information systems; and computerized financial applications;
• Some knowledge of public finance and fiscal planning;
• Working knowledge of accounts payable and receivable functions;
• General knowledge of budgetary, accounting and reporting systems; GAAFR, GAAP and GASB knowledge helpful;
• Ability to communicate effectively, orally and in writing.

SPECIAL REQUIREMENTS

Certified Municipal Finance Officer (CMFO) certification or the ability to obtain certification within 24 months of employment.
