SEPARATE sealed BIDS for the EDISON ST & E BESSEMER ST SIDEWALK UPGRADES will be received by the Development Services Department of the City of Alcoa, Tennessee at the Purchasing Office, 223 Associates Blvd, Alcoa, Tennessee until 2:00 p.m., Local Time, on the June 17, 2025 and then at said place publicly opened and read aloud.
Bids may be submitted via U.S. Mail / UPS / FedEx, etc., hand delivered, or e-mailed to . Regardless of the mode, the Bidder shall be responsible for the early delivery of their bid. Mailed or hand-delivered bids should be in a sealed envelope and labeled “Edison St & E Bessemer St Sidewalk Upgrades, RFB 25095, Bid Enclosed”. The subject line of e-mailed bids shall state the same.
No bids will be received or accepted after the above specified time for the opening of Bids. Bids submitted after the designated hour will be deemed invalid and returned unopened to the Bidder. The work of this contract generally consists of the following:
The demolition and reconstruction of the sidewalks along Edison Street and E Bessemer Street from N Hall Rd to Pistol Creek Greenway Trail east of the Hall Community. The purpose is to bring the pedestrian travel route to ADA/PROWAG standards. As shown in the design plans.

BIDDING DOCUMENTS may be obtained from the Development Services Department of the City of Alcoa after completing the Bid Document Request Form available on the City of Alcoa bids website at https://www.cityofalcoa-tn.gov/Bids.aspx for the subject project. Completed Bid Document Request Forms shall be emailed to . You will then receive a response email containing a link to download PDF files of the project Plans, Proposal Contract, and Bid Package.
BIDS shall be accompanied by a cashier's or bank check or BID Guarantee BOND in the amount not less than five percent (5%) of the BID made payable to the City of Alcoa, Tennessee, OWNER, and subject to the conditions provided in the INSTRUCTION FOR BIDDERS.
The successful bidder will be required to furnish an acceptable Performance and Payment Bond in the amount of one hundred percent (100%) of the contract price, each bond.
The project herein described is to be completed within Ninety Calendar (90) days from the date of the Notice to Proceed (NTP). If additional time is supported for procurement of materials, the Contractor and City will determine NTP date on when materials will be received. Liquidated damages for delay of completion of contract will be in accordance with the Agreement (Contract).
Bidders may withdraw their bid within twenty-four (24) hours of the bid opening providing certification of an error in their submittal is forwarded to the Owner. Thereafter, no Bidder may withdraw his bid within sixty (60) days after the actual bid date of the opening thereof.
All bidders must be licensed contractors to perform the type construction herein described by Tennessee Code Annotated, Title 62, Chapter 6, Amended by Chapter 9 and Chapter 406 of the Public Works Act of 1977.
The project is funded by local funds.
The CONTRACTOR shall comply with all State, Federal, and Local laws and/or regulations.
The OWNER reserves the right to waive any irregularities or reject any or all bids.
