Commissioner Vaughn Belcher is a native of Monroe County, Tennessee having graduated from both Madisonville High School and Hiwassee College. He earned his A.A. degree from Hiwassee before continuing his education at the University of Tennessee where he majored in Health and Physical Education and minored in Social Studies. He received a Bachelor of Science degree in 1964 and a Master of Science degree in 1967 in Educational Administration and Supervision. He also continued his education having completed 45 hours of work above his master’s degree.
Belcher had a long teaching career in the City of Alcoa School system beginning with the sixth grade at Springbrook Elementary School in the fall of 1964. He also coached the girls’ basketball team and Alcoa High School golf team. In 1968, Belcher was appointed principal at Bassel Elementary School and principal at Alcoa Junior High School in 1971. In the fall of 1979, Alcoa Junior High School was renamed Alcoa Middle School with Belcher still at the helm where he remained until his retirement in June 1994.
Since his retirement from education, Belcher worked eight (8) years for Clayton Homes and currently works part time at Green Meadow Country Club.
While in the Alcoa school system he served on the first Board of Directors for the TSSAA Middle School Association. He was also a member of the Tennessee Principal Association for 26 years.
Belcher was appointed to the commission in July 2001 to complete the term of the late Ralph Kidd. At the end of the term, he was elected to the position in June 2003. He served as the chairman of the Tennessee Rehabilitation Center Board, currently chairs the Cable Board, and has served on the Stormwater Advisory Committee for the City.
Belcher and his wife have a daughter and son and are grandparents to three granddaughters. They are active members at Alcoa First Baptist Church.
